It's no wonder the hose would break off - there is no curve on the cleaner end to keep the hose from bending as it was reeled in. Seems like a better bit of engineering could have made the design work without the hose breaking off at the spinning centre.

As seen on bag packages there would be a fixed cover over the the hose that was removed when the hose repair was needed.It would have needed a light flexible hose that must have ruled out electric hose and power nozzle.One of the knobs in the handle area is a control for suction/blower valve.The size is like a Silver Glide on steroids.
The three nearest cities here each had downtown Singer stores that later moved to malls and did well.Of many Singer vacs I have found that is the ONLY C-10.

These Singers seem to be so rare...they must have made very few of them. Maybe production was halted not long after its debut due to the inherent design flaw that caused the hose to crack and break at the spindle? Not sure why they did not attempt to correct the design....
