I just picked up a Royal 9000 for cheap from the local thrift store. The roller brush starts of spinning, but it stops spinning when I push forward on it. The roller seems to stop spinning whenever it is under load, if that makes sense. This is on the highest setting. When I put it on lower settings, it doesn't spin at all.

Any ideas what is causing this?

If the belt isn't the cause of your troubles, before you throw the brushroll away try removing the end-caps & see if any hair or string is built up around there. That is what will cause a brush not to turn & ruin your bearings. That, & a bit of 3 in 1 oil will probably restore your brushroll to good working order. And of course, make sure you check your brushroll for strings, threads & hair after every vacuuming session, & check the endcaps once a month for buildup.
