Other people signup after people are banned so really no one has a solid amount of evidence.
Just because someone uses a quote that so happens to be someone else's favourite quote doesn't necessarily mean that they're impersonating that other person.
Just because it's one persons favourite quote doesn't mean that no one else can use it.
Or to put it short and sweet, no one has a solid amount of evidence. Its just a matter of pointing fingers.
And I like how people keep saying "Oh well its such and such fault for these arguments" Yet you're only adding fuel onto the fire.
