I initiated a stop payment on the credit card and initiated a dispute with PayPal. You can't go to the cops until these don't pan out. Right now he still has some weasel room. I haven't had a lot of these but if the seller is a flake you don't usually lose your money when a credit card and a major bank are involved. Their reputation and PayPal's is on the line too.
I don't really care about his age or personal situation. You offer goods for sale publicly and maintain a PayPal account to take other people's money, you have an obligation to act professionally. That is what I am doing too. Nothing personal. I trusted him as we all trust a hundred on line sellers and this time it turned out bad. I have worse disputes in my own business and some have cost me five figures going to court to protect my rights against another business. Fortunately there are legal means to recover your money if a seller doesn't follow through on a deal. That will, or ought to be, his lesson from this experience. Some customers don't beg.
