Do these parts need replacing?

In picture 1 that looks like the suppressor (I may be wrong feel free to correct me)
I usually remove these as they have a tendency to go bang after a while.

The switch and everything else looks fine.
 
In the States, we call those capacitors. They can be pretty dramatic when they blow. They can also deliver a pretty nasty shock if you discharge it by touching the contacts.

So you just remove and bypass them and the machine runs okay without risk of frying anything else?
 
A universal brush type motor can still generate RFI into todays AM radios.And it could affect ones outside your home!Best to replace the suppressor caps than risk RFI.The small cap values of these are not dangerous.If you or others around you don't listen to the radio while the vacuum is on you could get by.But if you or someone else in the household is a DXer-than the unsuppresed vacuum motor could be a problem.Yes,as these caps are about to short-they can go "POP"!
