Hello There should be screws underneath the base of the cleaner. There were two on my plastic base model Convertible. They are beside the back of the rug plate on ether side. Hope this helps!

Good eye! That isn't a Hoover bolt in the top handle. The previous owner must have lost the original and stuck threaded rod in to sell. An appropriate replacement will find it's way to the Hoover soon. Thank you very much for your advice on cleaning the bag. I will try this tonight.
