The heavier fan Probably acts like a flywheel giving the motor more rotational momentum. That's my theory, it works that way in the small engine world as well.

It sounds like Your brushroll is incorrectly assembled, The compression washers go in between the roll caps that are tightly fitted to the roll and the bearings, then the endcaps are screwed to the rod ends, screw them tightly in opposite directions. Also for your clips, just bend them...
