Hello Vacuumland, my first post. I'm happy this forum exists and hope someone might help me. Moved into a new house with all hard surface floors and my Royal has hard plastic wheels. Are there replacement rubber wheels available? Maybe from another brand that will fit? Anyway thanks in advance.

I would remove one wheel and measure the diameter and axle size.
Then look through McMaster-Carr's catalog and see if you can find an equivalent softer wheel. Do not overlook casters as well. If you find a caster wheel that is equivalent, just cut it apart for the wheel.

One other option is a fat, wide rubber band.

Genius! I just tried regular produce rubber bands and they fit perfect. Just use 2 per wheel, not sure how long they will last, but easy enough to replace.

I looked at the plastic wheels on the vacuum and can't really tell how they are held on, looks like a press fit cap on the end of the axle, no easy way to remove.

Royal rubber wheels

Royal does make a rubber covered wheel, it is not super soft, but better than the hard plastic, almost bakelite type wheel. Part # is 1671705000 The pound on cap style wheel retainers are part # 1801711-000.

did something similar to a trailer.

We put a blue rubber 6 inch wheel from Harbor Freight on the trailer jack/wheel on the scaffolding trailer at work. Made it way easier to roll across concrete or asphalt when fully loaded then with the old very hard plastic wheel they always come with. I guess sorta a similar solution for a completely different application but it never hurts to think outside the box and come up with simple, cheap, mods to make something work better.
Unfortunately I finally forgot to fold it up after hitching up the trailer and it destroyed the jack and wheel and haven't seen that wheel there since. New jack has the plastic wheel again and is really hard to control.

Quick update. The produce rubber band solution did not work. The bands just worked their way off as I rolled the vacuum around. Replacement wheels are $9 each pluss shipping.

How old is your Royal Upright?

The newer Royals come with wheels made of the same material that Bowling balls are made of. When was the last time you saw a bowling alley that had scratched up wood floors on the lanes?
