Rainbow D23 has weak suction

I feel like I am losing my mind right now. I tore the motor apart to replace the bearings, I put everything back together, and no there is very little suction. I know I put the fans together in the correct order.

The small hole in the revolving suction fans must face the water. Check their arrangement.
