The only ones I can think of are the Bosch Power Silence (Filter in bin) & the Vax Mach Zen (Multi-Cyclonic).

Can you name anymore?
 
Well it is questionnable - as is everything. The Bosch Power "Silence" are okay if you turn them down, but if you need more power they start to get noisy. Worse if you have an air driven turbo brush.

It does surprise me that whilst quality brands are quite happy to buy from Wessel Werk in Germany that steps haven't been taken to make those air driven brushes quieter.
 
When we got our Dyson DC25 Animal brand new in 2011, it was very quiet. Then the annoying post motor filter made it sound loud. It is quite pleasant the DC25 is. The DC01 ametek is and the DC04 cutched models. Anything in the Argos catalogue today is loud except the Numatics. The DC41, well I found that a little louder than the DC25. I heard DC24's are very quiet
 
Even if the motor was quietened down, the cyclone unit itself still contributes to the noise level. Try taking the cyclone and bin assembly off a Dyson, for example, and connecting the outlet to a quiet vac such as a Numatic or Miele. You hear that characteristic empty-sounding howl, which seems to just be the nature of the beast.
 
The Vax Zen is the quietest one I have. The Dyson Dc07 is by far the loudest - mostly the howl from the cyclone assembly itself.


Any cyclonic vacs with a power dial selector don't work properly on low speed - although they are quiet on low speeds, the cyclone doesn't work well at all, and the dust just clogs the filter quicker.


Only bagged vacs should be fitted with variable motor speed, so they are always much quieter in use than cyclonic and more effective at low speeds.
 
Don't forget, the Zen has one speed - maximum at all times, so its effective at filtering the dirt. The Bosch has variable power to make it quieter, but has an old fashioned cone filter system which clogs quickly, so the Zen is a better machine, even though it is made in China.
 
Have you used the full sized Turbo Nozzle Steve? I found the noise to be quite a low pitch instead of the usual high scream you get.
 
I only used it once - its now back in its box in the loft. I'll be keeping it in long term storage, but not using it. I prefer to use a bagged machine for daily use.
 
Dyson DC03...

...was most definitely not quiet. I had one - and the quality of noise from that machine set my teeth on edge!
