Here are the inner workings of my 1979 Kirby Tradition's defective speed switch.

The return spring used to control the position of the selector arm (to switch between low and high speed) was bent widely, and that was why the arm would not return back up after the hose was removed from the motor.

I've had a couple of those

go bad unfortunately and made sure it wasn't on high when I reattached the rug nozzle. My grandfather stuck a piece of wood in there to keep the switch down on my grandmother's Omega. Kind of like some people did on the convertibles.
