You'll need to buy a new ratchet lock no. 631589 if the problem is at least with that, or else also get 131670G if it's the whole front axle.

Solved at Last!

The new ratchet lock I'd bought this week did the trick: the front wheel bracket shaft on my 1972 Kirby Classic now works perfectly again on all eight positions!

Possible cause

Hey
I have a very reasonable answer. If you put big wheels or screw extenders on wheel shaft is the culprit.
If you use extender screws it creates a weak spot on axle. This flexes and warps the axle. If you have classic 2 to legend 2 it's also a weak spot.
Some just shear for other reasons. Glad you figured it out.
