I haven't ever encountered something like that. I'm pretty sure that if part of the motor is disconected it won't work at all. Are the motor brushes seated properly? Id also try to clean out the safety switch and regular switch.
 
Could you have possibly cut a wire on the armature while you changed the rear bearing? Is it sparking excessively on the commutator? Is the rear bearing spring and washer sitting inside the housing or maybe it fell out and is shorting out something near the field winding or armature? I hope this helps.
 
Runs, but runs slow?

Runs slow? Only thing I can think of did you forget to oil/lube. Something sounds as if its binding up or not seated properly.
