though the hose stretches to the top of the stairs you cant clean very comfortably with it when its stretched to its limits . My sister would use hers the other way round IE vac at the top of the stairs with the hose through the bars so even if it tips over it cant follow you down the stairs

Thats a good idea about the rails though I fear I would probably scrape the paint off mine pulling the hose along.
