Mark, The Fact Remains That The Febreze Bags
Filter well for paper bags. The particle meter doesn't lie.
That being said, I ALWAYS RECOMMEND HEPA BAGS if available and have even custom made my own for those older machines wherein they were never made. I've had my 1739 since 2018 and I also have a few of the Clean Fairy Style 1/7 bags and they are fabulous! Your link obtains these cloth style bags at a great price to be sure, but if someone is in a hurry, the Febreze bags will work well in most TYPICAL vacuum environments.
Wanna know how I know? Soon after I posted the review of not only the 1739 but also the Febreze bags (this was YEARS ago of course), I was contacted by professional carpet cleaners saying how wonderful that vacuum/paper bag combo performed on their medium pile, TYPICAL residential dirt pickup regimen.
I saw that you said you used your 1739 DAILY, which is not typical. Also, you may be attempting to pickup significant amounts of fine dust, which would not be considered typical either.
For the AVERAGE user, the paper Febreze bags remains a great choice for those who haven't had the time to order (or don't know they exist) the Clean Fairy cloth bags, so your statement that the Febreze bags leak is patently misleading for the average once a week mixed dirt consumer.
I always have to filter through extreme examples to get to the truth...
Funny story: When I first obtained the 1739, it had a Febreze bag and the compartment was full of dust. Upon closer inspection, someone had installed the bag and ripped off the scent card thus tearing the bottom of the bag, hence the leak.
