Hoover guardsman problem

I noticed while vacuuming some commercial carpet,I felt some debris hitting my lower leg.This was coming from under the vacuum,the plastic rug plate seems to show a small gap at the corners the rest is well sealed,does this plate suppose to have a gasket? the bag is on tighly and the dust cup is also sealed.

I do believe the plastic rug plate is supposed to have a gasket yes. If it's like the convertible rugplates at least.
