I remember many years ago using a different bag for my Hoover Model 33 bottom fill vacuum.
The standard bottom-fill Hoover type "C" bag just slides over the outlet port, and looks kind of like a sock. When the vacuum is turned off, debris might fall back down into the outlet port, and possibly fall out of the vac back onto the floor.
The other type of bag I remember was a more rectangular-shaped paper bag, and the inlet into the bag was much higher up. This allowed the debris to flow into the bag from near the top and settle at the bottom, keeping it all contained within the bag.
My Mom might have purchased this type of bag by accident, but I think it is a better idea that the type "C " bag.
Does anyone know what type of bag this might be? maybe for a different type of upright vac?
