If it was made in Ohio, how did it stay in Ohio?
Someone bought it in Mexico and later moved to the US. Could have been an immigrant or someone from the US whos job took them to Mexico for a spell. Ohio built Hoovers were sold in the UK in 240 volt form with British plugs. The same way the French made Sensotronic was sold in the US briefly as the Electronic 1000. Hoover made a market specific model for Mexico. It's not like they had to ship them very far. Hoover was a global brand back then.
 
When I have bought foreign market vacuums from within the USA, the vacuums have always been in major port/hub cities I find them. LA, Chicago, Miami, etc. People emigrate from overseas either by plane or by ship with all their stuff, they throw it in storage lockers, then they filter through it as they find a place to live and get rid of stuff they don't need. Then they find out the USA power voltage means their machine wont work, and then they just send it to the thrift store. They can move further inland too sometimes. A lot of people move with all their homely belongings a lot more than you'd think. Most people these days just leave it all and rebuy it in the new area. I sometimes find a lot of Australian stuff in my Goodwill - I have no idea why. I got a nice Felix cat food dish which was never sold in the USA and a few other souvenirs from Sydney.
