eBay is easy to get ripped off. Last year I order a hose adapter which was $12. I didn't receive it. I filed dispute had to contact USPS file a claim. They said gps shows it was delivered and I was SOL. I ordered another and received it. A week later our neighbor brought over the package. It was delivered and gps would be within 10 feet as it was across the street. If they have GPS tracking of delivery and it was delivered you don't get money back. If they ship a package and give tracking and it's shows delivered your duck soup.
The second was a tracking number saying it was delivered. I didn't contact eBay went to seller and they refunded money send item for free. I could ship a 20 lb box of rocks show tracking and once delivered you get rocks and you are ya.
I was getting a package a day not exaggerating. I had issues. Amazon is awesome. Ebay is a joke. If you have doubt I can sell you something on eBay send you rocks and I'd get paid you would get shafted.
There's loop holes I don't think sellers know quite that much but this is one.
PayPal sucks. If you use PayPal use an American Express card they have purchase protection. Layman terms all credit cards have similar program. American Express gives card members innocent until proof and admitance to receiving item by card member aka buyer. If you claim you didn't receive it or it was fraud you don't pay anything.
Every other card assumes you purchased and are guilty unless you can prove it. If they have tracking number and proof of delivery you lose. That is why I have American Express and I pay $180 a year for gold rewards card. I get points and get about $250-$400 in gift cards. I know how a few programs work and do another $200 in claims a year. They have a capital one credit card close to American Express card. All American Express cards have purchase protection plan even free cards.
I know quite a bit and American Express will not pay seller if you don't agree.
Paypal and eBay suck. Most credit cards are on par with eBay. Bank cards are pretty good but American Express is the best.

sounds like ur issues are more with ur USPS man being stupid and giving ur package to the wrong addresses i've had the same issue with canada post giving me other peoples stuff or other people getting my stuff lucky most people are honest around here and give u the package. u cant blame eBay for USPS not doing there job. ups or fedex will actually send the driver back to the area and if he gave the package to the wrong person he will go get it and give it to u sounds like USPS just don't want to deal with it.

as for getting wrong or damaged items filing a return case with ebay has always worked for me even when the seller refuses to take the return ebay will force him to take it and refund u once u provide tracking showing the item was sent back.

i have file claims with my chase amazon visa and pc mastercard. the chase visa was probably the most pain free one they pretty much would just take ur word for it they rarely ever asked for anything. the mastercard is more by the book the want copies of chats u had with the person details of the return ect. but i never had them block a claim or treat me like i was a lair they just wanted the paper work because that's what the process says they have to do.

I've never filed a damage claim. My mail person was lacking. American Express own there own bank. MasterCard and Visa are using visa platform.
It's true USPS well they all suck.

here in Canada a lot of stores are anti American Express due to them having the highest merchant fees vs the other 2 companies. alot of smaller stores refuse to even accept an American Express card bigger stores like amazon and Walmart don't care but smaller ones are picky due to the fees.
