Over the years I managed to get two different part donor premier's, a much older Duplex and a 'newer' duplex and surprisingly neither of them would work. The armature was the same but the length and assembly of the belt pulleys varied too greatly. I guess they changed up the design of them several times over the years.
 
Rewind it. Would be an interesting project, and something you could do little by little. You sure it's not just a wire broken off of the commutator?

I'm just going to throw it out there. Have you checked GE vacuum or others of same era most used the same motor. It wouldn't be original from original vac but your nice premier would come alive.

Any electric motor repair shop should be able to re-wind it. It costs of course, but its a once in a lifetime thing. Re-winding an armature is really not very DIY unless you know what you are doing and have excessive patience. You have to be very precise with everything and many people do not have these tools available nor can afford them.

I hadn't thought of seeking out a GE of the same era, good idea! I know i've seen somewhere a GE machine that looked like the 37 (Model AV-1)?. I inspected the armature and saw no broken wires but several that had lost their black coating.
 
what year approx?

was it around the same time as the one with the wheels on the outside? and electrolux137-hi
 
I'm not sure on the year but the armature was stamped 9-23. I don't know if that's a date or not. I can find no old ads about this model, I've been stumped for a long time on its history.
