Not quite, this was the UK national address for ordering spares. The department was called 'Gias UK' and they handled all aftercare issues, from parts to engineer visits. They had regional offices around the country who handled the bookings, but this was the HQ address of the company known as Gias.
I am not sure when Hoover stopped listing local service agents in their instruction packs. So few of them existed towards the end of the 1990's and from memory the rates which Hoover paid out to the agents was poor.
