Why did later Hoover uprights not include floor brush?

I know with the Convertibles, there were usually two tool sets offered. The smaller set, included only one wand and no floor brush. The larger set had a floor brush.

But it seemed later during the Decade and Concept One era, the tool sets didn't include any. Same with the Power Max and Elite eras.

Was there a reason for this, or were the Concepts and Decades actually meant to be used in upright mode on hard floors? I know the Elites were meant to be, although I questioned the safety of this - they tended to spit sand out instead of picking it up on hard surfaces. And there was the possibility of damage to the surface.

Maybe it had to do with the fact that some machines had beater bars and couldn't be used on hard floors while others that didn't were okay for that?
