Is it because it's a soft bag model with no onboard tools?

I have an Elite 350 in this color, but the bag is slightly different, and this has completely different decals on the hood. This is almost reminiscent of the UK Turbolite.

Just saw one of these come in the shop the other day. The lady wanted to know how to change the bag.

Shame about the condition it’s in. Here it is new in the Service Merchandise catalog from ‘92/‘93.
