The New eBay Scam?

I obviously spotted this as a scam from first sight (no feedbacks, from China, extremely low price), but there are some people who will fall for it I guess...

Doesn't eBay flag these fishy listings and remove them?

I'm confused. I note your points but how can you be so sure it's a scam?

The description claims the Dyson has a cord rewind, which of course, it does not. At $29.11, it costs more to mail the machine than they collected. Of course, the machine will never arrive, and paypal will credit the $29.11 back to the purchaser. If you're going to scam someone, why would the scammer only want to make less than $30?

Another scam is the "Do not bid without prior approval" one.
Usually it reads: Do not bid without prior approval. Contact me via email before bidding or I will delete your bid. Then it usually has an unrealistically low Buy it Now $ in the text.
If you contact them with a buy it now offer, they ask you to pay outside of ebay/paypal using store bought gift cards that you email them the numbers too.
They get the money and you never see the item and you have no protection from ebay because you paid for it outside of ebay which is against the rules.
