I don't know if it's the biggest, but certainly one of the biggest I can recall is the cloth dustbag on the Hoover Commercial 91/913/918. Somehow it seemed larger than the residential cleaners, but I could be wrong.
Yes, the old Hoover 913 et al bags were pretty big, but I think the older Kirby bags (509 thru Tradition) were fatter at the top than the Hoover commercial bags.
How about NSS M1 bags or bags on external filter wet-dry vacuums.The external bags on 55 gal drum vacuums are huge!They can hold several bushels of dust.
I just found and bought a clarke 500 and it runs beautifully. Very quite and lots of suction. I found bags for it as well as a belt online (not bought yet) and need brush strips. The vac was stored somewhere outside, maybe a barn because it has dirt daubers mud nests built on the bag?
I need to find replacement brush strips as something has nibbled at them and there is not much left ! (probably a critter in the barn)
Any ideas? This thing is a caricature of a vaccum. It it HUGE!!

There was a Mastercraft upright that I know of, probably from the 80s, that had a HUGE bag. It was very wide from what I remember. It was in my local vac shop for the longest time when I was little. Maybe someone can confirm that?

Disney-World uses them, I remember seeing an out-door version being pushed around by a custodian during a vacation some time ago

As for brush strips, Good luck, the vacuum itself is an insane find! perhaps you could find a similar replacement, though, would it be possible for you to post some pictures?
