The Hoover C bag won't work in your pre-1930 model Sanitary System. The bag opening is too big to fit snug against the spout and to have the garter spring roll over it. I have two replacement bags that WILL work, that I can send to you Brandon, if you private message me with your address.
Here's my Air-Way Sanitary Systems in the Vacuum Cleaner Museum in St. James, MO. The VCCC and the Vacuum Collectors Group are all meeting in June of 2015 in St. Louis. Both groups will get to see the Vacuum Cleaner Museum on Thursday (first one in June). If you attend the convention, and come to the Museum, I'll share some information and an owners manual for your machine, with you.
