So while surfing through eBay I came across Puppyoo brand vacuum. Never heard of it before, it looks like it could be a rebranded Eureka?? Anyone care to share their thoughts?

Les - Puppyoo vacuums are definitely NOT from California. They are located in the Chaoyang District of Beijing, China. They probably have an import warehouse in California where they distribute them - because Walmart and Sears both have them listed for sale.
As much as I can tell, the vacuums are rebranded/knockoffs of Eureka or Bissell molds that the company discontinued - possibly Kenmore too. The Stick vacuums are either Shark or Dyson clones.
I have been wanting a few uprights from their line for a long time but have not had extra money to buy yet.
Their performance I am sure is mediocre and no different than a Dirt Devil or low end Bissell you can buy here in America. They probably have no parts network and you'd have to do some Columbo style gumshoe work to find out who they copied and then use those parts to repair the Puppyoo. I had to find out who Aldi copies for their Easy Home vacuums to get a Kenmore belt for mine, because they do not sell anything for their vacs.
Puppyoo vacs have some quirky design features and weird accessory placements, and the S7 model I believe is their most powerful vacuum at 1400W.
I had a good laugh that they listed the accessory holder here as an accessory.

Here's the US536 - it looks like a Shark Rocket clone. This costs $190 on Amazon. Their uprights sell for about $50-$70.

I wouldn't call them knockoffs of real brands. It's probably a brand that was made up by one of the manufacturers that the bigger brands use to sell off excess stock. We might not think about it very often, but we are past the days of brands like Hoover and Eureka being on the front of factory buildings. Now, many machines are being made in the same factories as each other to be shipped here from China. Just look at the off brand machines on Alibaba, most of them will look strikingly similar to machines sold under brands like Hoover and Bissell. I wouldn't think these are knockoffs as these aren't prestigious or expensive brands. If anything, these machines are probably developed by these Chinese manufacturing companies and later purchased by big brands to relabel. So really, a Hoover or a Eureka could possibly just be a rebadged Puppyoo
