My younger cat Pinot started doing the same thing, but I was able to solve the problem by turning the paper roll around so it unrolls from the back instead of the front. The holder is slightly recessed into the side of the lavatory cabinet and I just make sure to keep the end rolled up so nothing's hanging down to catch air currents--and her attention. Fortunately, the only time she ever seems to go into that bathroom is when I'm taking a shower and she sits on the toilet lid and waits for me to emerge. I guess she with her short attentino span, gets a little bored in the 10 minutes or so I'm in there.
 
Pinot is the first cat I've had to show any interest in the toilet paper roll. My other cat, Lily, is too busy drinking water out of the faucet, as was her predecessor, Havoc. Pinot's obsession with paper also includes cash register receipts. Lily, on the other hand, has a silicone fetish. She loves chewing on anything rubbery.

Adorable Cat. I remember a night when I came home and found that my cat Killer had grown big and strong enough to jump to high places. He had found the loaf of bread on the kitchen counter and had the bread spread all over the place that day/night. That was 20 years ago and just lost him to age and illness on the 26th. He lived to be 21 years old. This picture of him was taken Feb.3,2016.
