The bag is not on right and nozzle on left looks off. Notice the belt lifter. Everything might work but brush isn't spinning. It could be safety switch. Carbon brush it would turn on and sound terrible. I'd bet you put nozzle on made sure belt engages it would start right up. I think it's sellers error it should work assembled properly. Heritage switches are not prone to malfunction very rare.

PS this vacuum is going to sale for a couple hundred dollars. Amazing ebs and flows of vacuum sales.
 
My Kirby Heritage II base model had the same issue. It is for sure the safety switch. Just spray with contact cleaner and work it manually with a flat screwdriver and it should free it up enough to make contact again. When it is not engaged, it can develop surface rusting on both sides of the relay switch and then not make contact when depressed.

Heritage II and Legend models have been spendy in my area

I've been trying to find a decent, fairly priced Heritage II or Legend in my area. $125 and up.... Meanwhile, I can get a really nice Availir for about the same price.

I had seller post pictures of the 13" inch nozzle. I gave them directions on how to start. I basically said make sure belt lifter you can read heritage. They emailed me back the vacuum started up. This is a 13" heritage 2. I did say get an avalir but this 13 inch heritage is probably the best Kirby cleaning they have ever made.
The newer vacuums since 1970 all have 16 inch nozzle. They are wider bodied and bigger motor. This motor along with 13" nozzle is only vacuum that would outperform my d80.
The d80 arguably has best they made. This is the exception. It's rare and with heritage wheel carriage it can reach all 7 adjustments. It normally has 8 but heritage has micro matic to touch that they basically put a notch in because vacuums on first setting ate rugs.
I know most will agree this has no transmission but the cleaning this vacuum can do no other vacuum can beat.
If you ever watch you tube they have Kirby versus wars. You will notice the d80 doesn't lose. This probably would win. Ben and Chris could do this battle but wider stance and a little more more cfm it would win.
I dare say with this you would enjoy vacuuming.

Kirby brought back the 13" nozzle option during the sales run of the 1HD Heritage, which was in early 1983. And it did last through the Legend II in 1990, though I do not have a picture of that last one, though.

The small nozzle heritage 2 13 will be shipped tommorow addressed to me.
The seller really appreciated my help so if I paid shipping I could have it.
So I'm going to be proud owner of a heritage 2 13 vacuum. I got a 4 roll brush roll waiting. I also got amodel fan too. I got my tradition wheel assembly on d80 it just needs green wheels put on.
I can do an airflow test seeing if indeed the undisputed vs King d80 can be beat. I'm still pulling for d89 since it's one of my all time favorites. The heritage has I believe more power but it could be the same.

I have 3 or 4. Don't ask me how. I have some attachments I'm not quite sure. Heritage and legends I sale better and faster than anything else pre g series. I'll check attachments I may need those.

Thanks for those videos. Very sweet vacuums. I have a video of my 509 I filmed but Android doesn't like windows 10.2.
I'm computer savvy but my heck I don't like new windows.
If I get free time I'm going to use my SSD hD yo boot windows some my computer isn't so slow.
But the 509 video is awesome. The 509 no bearing wind down good carbon brushes and it sounded like a brand new 69 year old machine. It's missing original bag but cord is good handle small foam chunk out. The handle as you know we're shoddy. I could fit it but it's original.
I'll try to upload to my you tube account this weekend.
I'm also going to try to finish d80 so after tune up on heritage I can compare the two. I'll get my k meter and see amps for each vacuum. I have a g series hose that will fit d80 and heritage. I can do airflow through hose.
My smashed box is still smashed so nozzle test not yet.
Very nice vacuums again glad you posted the pics of classic 3 on your d80 will help utilize vacuum and not tearing up the motor.
