Theyll pop up at thrift stores every once in a while. Thats where i get bags for my dirt devil handvac. They seem to pop up at goodwill all the time in my area. They always have a bucket with vacuum bags and half of them are for dirt devil hand vacs. Maybe they would fit in your royal...? But if they dont, you can always do it the "redneck" way: Take a paper lunch bag and rubber band it around the thing that the bag attaches to.

Chain stores

No, they are not going to show up at chain stores. Like most vacuum bags they will only be at vac shops. The chain stores like WalMart or Shopko only sell bags for the machines that they carry or the ones that are top sellers of the day.
You will have to try a vac shop or online to get the vast majority of vacuum bags and other supplies.
