Royal Commercial Uprights Question

On this page of the HESCO 1987 catalog about the Royal uprights, in this section regarding the parts of the handle assembly, if you look at the cutaway drawing of the upper handle assembly on some commercial models (namely, models 311, 606/A, 608 and 611) you can see there are three additional parts illustrated in the upper handle assembly used to further protect the inside cord (short cord) from damage, but one of these three parts is unmarked (indicating NLA by 1987).

I believe this part (which would have been marked as item 29) was an insulation tube designed to keep the lower strain relief (with the washer over it) from falling off, correct???

How many of you who have worked on these older commercial Royal metal uprights ever found one of these three extra parts inside the upper handle?

I didn't notice that on any of the machines I worked on. How ever all the ones I had were hard wired to the motor thru the motor shell. From the diagram it looks to be used to secure the cord so that it doesn't pull the cord loose from the switch located in the upper part of the handle.

Here's the actual parts list in question. The extra strain relief with the washer over it is marked as item 31 and is the same part number as for the external strain relief (marked item 18), while the one placed on the bottom of the strain relief stamping (item 14) is item 13.
