You just have to file a complaint with eBay. They can force the buyer to pay under threat of closing their account or imposing punitive measures against them. See link.

They have forced all sellers to take PayPal payments only in most cases. The reason they state for this is "This policy helps to create a successful shopping and selling experience by encouraging online payment methods that are safe, easy to use, and offer strong protections for members." That kinda sounds like b.S. to me -- my suspicious mind tells me it's to make more money from sellers by charging fees for using PayPal. Especially since it appears they also no longer allow sellers to take personal checks (refer to link below).
