Since it's industrial, could be anything from 50s to 70s ;p I wouldn't say later than 70s myself.

Check the motor casing ;p looks like they took it off a Royal upright.
 
Yes-thats an external filter wet-dry vacuum-MUCH better than the internal filter models today.I have a NEWER Tornado wet-dry vacuum-the most powerful one I have-15A motor.Probably the brushes and brushholders on the one shown need work.Put new brushes in it,clean the brushholders and communtator-and bet it would run like new.NSS made a similar wet-dry machine called the "Bronco" that is one of my dream vacs.The motor on that machine was made by Tornado.They also sell the motors separate for use as blowers.You can still buy the vacuums and motors from WW Grainger.
 
The vacuum shown in the Grainger link has the compressed air "motor"You would need a 10-15Hp air compressor to run it.They have the electric version which is what I have-I bought mine thru them several years ago at at much lower price.I know the manager of the store in my area.I am very happy with mine.Best WD vacuum I have ever had or used.
 
In looking at the picture they show the compressed air venturi "motor"-not the electric one.mistake in the picture from Grainger.Mine has the electric motor.its just the picture doesn't match the description.
