Overseas Vaccums Question

I have a question about listings for vacuums on eBay that have free overseas shipping through eBay's GSP which says shipping and customs is included.

I was thinking about buying one, but I was wanting to know if anyone has ever did before, and if it really was free? I don't want to have it advertised as free shipping, buy it, and then it gets here and US Customs tacks on like $200 in fees. Last time I did this I bought a vacuum from Canada and the seller got back to me and said he could not ship it to me without another $15, so I paid it, and when it got to me, there was customs postage due stamps on the box, but evidently it was all paid off somewhere along the line.

I did recently buy a key rack from Australia through Etsy, and even though Etsy said there may be customs charges applied upon local receipt of the package, when I got it, there was no charges I had to pay at all.
 
Ebay has set up shipping agreements all over the world to make buying and selling much easier mostly anywhere.

I have bought and sold using ISP with no problems. If you sell in the U.S. the item gets sent to the Kentucky hub and that's the part of the trip you or the buyer would pay shipping on. From there it gets sent to what ever country it's going. Ebay handles all custom inspections and those details.

It doesn't cost anything to be part of the program, at least in the U.S.
Some sellers aren't aware of the program so if you see something you want and the seller isn't offering ISP, send them a message and ask if they know about it and want to sign up.
