Been sitting outdoors for years upon years. Rain sleet snow and hail. Expect the motors to be totally locked up and need about 20 gallons of PB Blaster. lol
I will never understand the mentality of hoarders. They want to save everything, and preserve things - but then they don't know that you have to keep the stuff indoors and covered and just throw it on the lawn.

I've got vacuums a lot worse than those ones that never even left the house. lol They will need a complete teardown and a lot of cleaning, a lot of grease, a lot of polishing, but I wouldn't say they wouldn't run.
I have a Miele Salsa that was in a basement flood and the entire motor looks like the Titanic, but some electronics contact cleaner and a soft wire brush and a lot of scrubbing and she runs. Not well, but runs. Still needs more work. Polishing the little contacts with a tiny little dremel tool was the most laborious part.

Yeah, it looks clean, from a distance. Aluminum left out in the rain will become very clean and look new - not shiny, but fresh and clean. Junk yard-ers purposefully leave engines out in the rain and they always end up looking near new.

I bought my 508, 513 bag like 6 ds50s and 3 D's 80s 80s heritage a bunch of attachments. I spent $20.
The dual sanitfonic 50 was the worst I've had. The daughter of the passed father wanted them gone. She laughed how bad the D's 50 was rusted everywhere with the motor and everything froze up. The fan did not spin.
I went at it one bolt at a time. It took some time but I got every single part back in user condition and Oran like a top.
I think someone came before me and cherry picked the 508 bag and cord. I gave away vacuum parts and sold a few vacuums kept a ton of parts and made a few hundred bucks off old hoarder vacuums.
Betting if you took all the vacuums they'd give them to you.

Anything can probably be restored to a point. However, they are too far gone for me personally. Look at the bag on that Kirby 51?. That's quite a patch job! Besides, I just got a 562 and another classic III that need heavily polishing. I'll be busy for awhile

Saying it could be done. I think the red painted vac is an early 1950 electro hygiene with the silver/copper belt cap. If you get a power sprayer spray them off then get air hose and blow them off most the shiz would come off.
That being said a eat could have hollowed out one and made a nest for it. They can be restored but I surely won't embark on this endeavor.

My mistake
2 and a half Kirbys. It looks like the blue 1cr was burned at some point, going by the melted bumper, handle sticker, black marks, and absence of a bag. Now if that GE were closer I'd love to take a crack at it. An Av1 is on my vacuum bucket list and that one is salvageable, there is even a spare motor to a similar model on eBay.
