I am working on a demo and my options are to go by a ton of vacuums and test each one to see if I can find one with 55" of water lift or less OR ask you all to see if you know of any.

A couple restrictions:
No Kirby or Sanitaire fan units
Preferably the model would be something currently on the market.
The lower the better and the more the merrier.

Although there aren't many modern uprights that would have so little suction, I think some of the smaller to compact size uprights might fall in that range. Specifically the bissell powerforce compact model 2112 (walmart), the dirt devil quick lite model UD20015 (or similar, dirt devil has several mini uprights like it), or the black and decker airswivel model BDASP103 (amazon) or the other variants of the airswivel since they all use the same motor.

Other than those I'm not sure, with most modern cheaper uprights using clean air designs most can get at least 60 inches as vacuumdevil points out.

The Bissell Powerforce Compact Bagless

is probably your best bet. Available at Walmart.

My 2013 model does a whopping 51" of lift from the hose end using a 7 Amp motor.

You can regulate the suction pressure of a vacuum with a vent. With an adjustable suction relief vent, you can turn even high-powered vacs into what you are looking for.

Forgot to add:

As you know, not all vacs have suction relief vents. That said, I’m sure you could make something out of PVC pipes and fittings which could go on the hose end (or some other convenient location in-line with the air path) to regulate the suction pressure of whichever vacuum you choose.

Good choice

Bissell has a blue version maybe a fewer years old. I could be wrong but they look like the same turd.
People on Amazon really don't know how to rate or have not had any vacuum not plastic crap via big box stores.
Great videos by the way. Out of all the vacuum reviewers I have listened to your suggestions and bought based upon your reviews. You do a great job and thanks for great honest reviews.

Black & Decker Ultra Light Weight BDASP103 AIRSWIVEL

These have terrible suction. I had one and it was by far the weakest vacuum what I have ever tested.
