You have a powerful machine
This unit in proper working order will outclean whatever Bissell you have! While most Hoover vacuums carried a 1 year warranty, the Turbo Power line was primarily a private dealer exclusive line and carried a 2 year warranty.
These are powerful cleaners. My guess with it not working is that along with a possible electrical issue with the cord that the machine also needs a good cleaning.
Here are some things you can do and what you may need:

Enter your zip code and they will locate you an Authorized Hoover Service Center in your area to get Genuine Hoover parts. Don't get generic belts or things like that. A Hoover repair center can match up your brushroll, belts, filters, offer advice, etc. Also evaluate your brush roll as there are bearings and endcaps that most likely need cleaning and is best left in hands of an expert.
The attached link leads to a similar Hoover Windtunnel user manual. You can refer to info on there for changing belts, bag replacement and other things. What you'll want to do 1st is Open bag door. Most likely it needs a new bag, At the bottom of that bag compartment is a filter. Lift up the protection grate and clean or replace that filter. On the right hand side of that bag compartment is another filter. It may be accessible via a pull down white tab inside the bag compartment area or a door that opens. Whichever method-- open compartment and replace that filter. Both of these filters are washable, but depending on well they come out or if they're tattered and worn, you may be better off with new. You can take these filters to your local Hoover Authorized Service Center and they'll find you the parts.
Next Phase:
Flip vacuum over so that you have access to the brush roll area in the cleaning head. As illustrated in the link to the user manual below there are 4 screws in the front of the bottom plate. Remove those screws. You'll want to check the brush roll, replace belt and do a thorough cleaning.
The brush roll otherwise known as agitator should be completely clean of all hairs, threads and bristles need to be of decent length. A good way to check is with vacuum fully assembled, running a credit card along bottom plate and see how far onto the credit card the brushes touch. About 1/8" or so is what you want, across the full length. With no belt attached, the brushroll should rotate very smoothly with great ease. No rubbing, grinding or resistance to anything of the sort.
With the brush roll and belt removed, pull out the black plastic "Windtunnel" duct agitator cavity that the brush roll was locked into. It is the black piece that spans the entire width of the housing. It should just lift out. Clean everything up. Can you glass cleaner or whatever. While doing so, you'll see the large approx. 1.25" round duct where airflow hose connects to that area on the right hand side of housing. That duct needs to be completely clear and clean!!
With all of that in good shape, cavity reinstalled agitator and new belt installed, put on base plate. Give brush roll a few turns manually and make sure it is smooth with the new belt on.
Testing Stage:
Remove hose from where it connects to the base, as if you were going to use the vacuum with attachments. Turn on machine and make sure your hose is clear. Should have TONS of air flow and suction. Then reconnect hose to cleaner base in the port and ensure great airflow still--- no change of motor tone.
If all of that is good, then pat yourself on the back and Hoover the house!
