the hoover model 28 was certianly the forerunner to the afforability and accessability to the citation then convertible collections for hoover....it is the u4119 69.95 convertible of its generation and made hoovers beats as it sweeps as it cleans to a much broader market...truly iconic a model in hoover history

Some of the model 28's had metal motor housings because of the war. With rationing of rubber products, most vacuums were limited in their allotment of these products to the wheels and insulation on cords, and furniture guard wraps. In fact, many of these machines were built by "Rosie the Riveter". Maybe that is why they are so well made! This is what the Hoover man told me when I was a girl.
