The painted lower base-plate covering the agitator makes it a Canadian model, as your bottom "IDtag" states as well. Our 704 model, has been seen with both the Persian Gold snap outer-bag, and then a medium seal greige bag like what was on the 1070 and I believe it TOO had a snap closure.. The 704 IIRC was the B line cleaner to the then current 1070 as the A line cleaner. There was also the ubiquitous 704-01 w/ the Cord Reel that was a B line special that also had the same color hues, yet has never been seen with a seal greige bag.
So either could be used and be period correct IMHO. I'm not 100% sure if the seal greige color bags were replacements, or they were used during production filling gaps wen they ran out of the gold ones. which to me seems to be the more suitable answer. I learned/ was told that last bit of information from a source who has conversed with those that were in the know and would know if such a ideal was sound....
I would scour ebay with a fine tooth comb, every vacuum store within a manageable driving distance, and or make friends with those who have a parts stash, and casually drop hints...LOL Or,on the easy side of the earth; maybe someone just has one that they will share with you??
