Kirby Generation 3 startup issue

My bestie's Generation 3 is not starting up properly.  He has to rapidly press the Power button for the engine to even turn over.  Sometimes, it flickers on and off immediately.  We have tested the safety switch by removing the Emptor and engaging the safety with a screw driver.  When disengaging the safety with the Emptor off, the machine does not turn off.



Does this indicate a faulty safety switch?  How difficult will it be to replace this piece?  Any help is greatly appreciated!
