No, those are the Rug Protector Pads, used for putting underneath the legs of furniture, ect that could rust, or corrode when comming in contact with the damp carpet.
Back in the days when the Rug Renovator System was new, many households had large, heavy pieces of furniture that couldnt be moved off the thick, heavy (often times deep shag) carpet, so you would put these pads under the legs of said furniture and work around it.
These pads would hopefully catch any moisture so that the metal furniture legs wouldnt cause a rust spot on the carpet, if the legs should get damp.
