Kirby belt cover damage

you cant fix that. the bakelite is breaking down (and shrink cracking) from heat damage over a long time. some things are just too compromised to repair or restore. that would crumble like a overcooked cookie if you handled it too much.

No way to repair it for routine use it but you could coat it with a clear epoxy paint (like POR15) in last resort just to keep it from crumbling.
It will not look original, but it would be better then being in pieces.
I coated a crumbling polystyrene dash cluster frame 10 years ago and it is still together.

Take documented photos and measurements of it with a ruler before you do anything to it before it breaks apart, that way you have a reference point to go off of for the future. Likely can have it 3D printed, it's a pretty simplistic shape so not too hard to re-create.

Other than that not much else can be done. The company never expected it to last this long so the materials are simply getting too old. I just got an Electrolux Intensity and all the rubber-ish parts on it are turning sticky. I'm praying it won't rot the rest of the way. I don't know if there's any type of chemical or coating to seal it to stop the reaction.
