I've never had a problem with smaller newspaper sheets, I use our local rag for emptying my Kirbys, and aside from being made up of about 3 or 4 sheets, it serves me well, plus I roll it up carefully then deposit it in the compost bin...
I'd find dumping directly into a bin more messy, just like the plastic bagless vacs, not to mention the method the Kirby uses to empty the bag needs the bag & emtor to be attached to the vac, something you can't really do outside...
The method I use is pretty much as Kirby describes in their instructions, drop the nozzle as low as it'll go, unhook the bag from the handle, power up the motor for a couple of seconds, switch off then shake the bag, then dump out onto the newspaper, then repeat but scrape the bag before dumping out, then it's done, just roll & fold the newspaper and toss it out...
Newspaper's free, it's using something that would be thrown out anyway, it's also being turned into compost, so in my view, it's good all round...
