Hoover Power Drive Issues

The power drive wheels on my Hoover Power Drive seem to be siezed. They move a tiny bit, but then lock. I do not know what the problem is. Anybody have any ideas on how to fix it? Thanks,Chase
 
Stupid question. It the small belt on for the drive?(Dont hit me lol) If so it could be that a gear is worn.
This looks like a ? for FRED? Oh Fraaaaedd?
 
It is not the belt. Don't worry, I thought it was that as well. haha. I got it working though. I just took apart the transmission COVERED it in WD-40. lol It's not as good as it should be, but it will do=]
