That looks like a model 700 or 725 maybe?  The vacuum has a Dustest brand replacement bag which has "The H Deluxe" printed on it.  The seller mistakenly thought that was the model of the vacuum.

Yep. Not Really a rare vacuum. A good one though.

Id say offer them $40 or so and get it. They are nice vacuums. I have several old "coffee can" hoovers as they are called. One of hoovers best, and probably most durable designs.
