Hoover Model 150 Bearings

I started working on restoring a Hoover model 150 and neither the top nor bottom ball bearings seem to be accessible for cleaning. Does anyone have any suggestions, or is it recommended for me to drill out the rivets to crack open the bearing enclosure?

In addition to that, does anyone know what size the bearings are in this vacuum if they do happen to need replaced?

Yes

You drill out the rivets. You reinstall small copper screws. Here is a trick you wont hear. Clean the bearings free if grease and oil. You can use a heat gun if adhesive loosens up and it would come off either.
