Had not used the machine in years, and noticed that the drive belt was broken. upon inspection, I see that it will not shift...isolated the problem to the clutch area...the shift lever should cause the plastic collar to slide from side to side...collar will not move...cable is working fine as is the metal lever connected to the cable. What would cause the plastic collar to become stationary ?? Drive wheels move fine as does the shaft connected to the drive belt.
 
If you're looking for plastic-against-plastic lubrication - this is the best kind I have found.

Just put some on a Q-tip and apply it to the parts of the plastic that slide against each other. It really will tackle rough-functioning plastic parts and it doesn't harm the plastic.

For areas that are exposed to lint and dirt exposure, however, do not use that. Use powered graphite instead.
