Ok, let's talk Belgian detectives...

"Farley's Foods", AKA, The Hoover Building. Notice it's been disguised by some rather ugly turrets on each corner.

Exterior shot...

...and are shown in through the main entrance. Notice 'H' for Hoover on the gates!

Not sure about those odd glass doors...

This is NOT the Hoover Building. There are plenty of interior shots which have either been filmed at other location, or shot on a soundstage.

This is some other building which is used extensively in the story for interior shots. Notice the marble and overly-ornate banisters don't match the style of the Hoover Building at all.

I can't make up my mind if this is an actual Hoover office with a dummy brick wall set up outside the window, or a set.

I'm leaning towards Hoover office.

Was that the episode with Mary Tamm, one-time assistant (Romana) to Tom Baker's 'Doctor Who'? It looks like her...
 
That was good jack. Take that building, make it smaller and it would be my dream house. Good eye to catching those modern glass doors in that one pic, a mystery in itself but I'll bet they were put on while the building was still being used before it was vacated and the originals stored away...then put back for some reason or another perhaps to bring it back to it's original authenticity.
