Got a weird backpack vacuum today...

Took a trip up to New York recently and saw some guy doing a garage sale in the city. Among the piles of stiff was this thing. I ask him about it and he said something about how you shouldn't "cross streams" with it, whatever that means. I got it for... well.... the price isn't actually that important, actually... Any info on it?
