I checked manually with USPS by putting in a guess of 12oz to England in a package, the first class airmail price matched exactly what they charged. $23. Priority mail is 3 times that at $65. First class is the slowest and it's the cheapest option. UPS would charge $100 to ship a 1 lb box to London from my address standard post.

Keep in mind you also would have to pay import tax too bringing it into the UK.

It's just the nature of how much it costs to mail items these days.

I'd recommend you only use vacuum shops as a last resort. Check eBay first. Here's a quick search I did for "kirby labels" on eBay UK. https://www.ebay.co.uk/sch/i.html?_from=R40&_sacat=0&_nkw=kirby+label&_sop=2

Most have free P&P within England.

I must be getting old, too old. Whatever happened to popping an item in an Envelope with an Air Mail stamp? If they sent it Shipping-Freight mail, and it took 6 weeks, I wouldn't mind. As you say, there's Import Duty, Customs Inspection Fees, and V.A.T. @ 20%.

It goes against my nature to buy another working vacuum, just to peel the labels, then dump the rest - but that's cheapest.

I'll explore eBay and see what I can find there. You guys in The States have such a wealth of lovely old vacs, and spares, we can only dream of.
